To get to the point where we can store all available information in the headers for later use by mass-
check, we need to record both positive and negative results from network checks.  Otherwise at the 
later mass-check time, it will look like certain queries were not made and will occur at that point, thus 
bypassing a main benefit of using _RBL_ as a query cache.

I think reuse already works this way. Closing old stale bug.
