Rules INVALID_DATE_TZ_ABSURD and BUG6152_INVALID_DATE_TZ_ABSURD are the same rule but they are both published with different scores.

They aren't identical, they differ in anchoring, but the difference in rule QA is negligible

Removed BUG6152_INVALID_DATE_TZ_ABSURD, please just act on this simple stuff, no point leaving bugs hanging.
