The INSTALL File (in particular, revision 1.27 of it) suggests
to obtain Sys::Syslog from CPAN. This module is only available
on CPAN as part of the perl distributions.

Perl 5.003_07 has the module, albeit with no version.
Perl 5.6 has Sys::Syslog 0.01
Perl 5.8 has Sys::Syslog 0.03

I've just been helping someone who was wondering why he needed 5.8
to install SA. As it turned out, he was merely following the
instructions to get Sys::Syslog from CPAN.

I suggest simply backing out revision 1.27 of INSTALL.
It's completely superfluous.

added a note to that part of the INSTALL document explaining that the module 
was probably already installed as part of perl, and listed a check to make 
sure it's installed.
