it's an ex-test.  not pining for the fjords ;)

the relays visi zone crashed in Dec 2002 and will never be restored, so
there's no point even offering a test for it since it'll never return
a result ever.

might as well get this cut out of 2.54, hence the "blocker" sev ;)
