I'm missing the possibility to add X-Spam-Report if and only if the
message was *not* tagged as SPAM, maybe always_add_report = 2. Thanks!

now implemented in 2.60 using the add_header/clear_headers functionality.
e.g.

  clear_headers
  add_header ham Report _REPORT_
