The spam below did not trigger any Generic Viagra rules. The message was pure
ASCII -- no encodeing.

20_phrases.cf contains the rule: 
body VIAGRA                       /VIAGRA/ 

Needs an "i" added to the end of the rule so that it is case insensitive
