I know this is handled by the learning but wouldn't a very high percentage of
emails marked by razor be classified as spam?  Then shouldn't they get a higher
score?

Well, yes and no.  Some percentage of spam is marked by Razor.  I used to find 
it was pretty good on my incoming mail (~75%), it's now down to under 40%, but 
that's another discussion.

As for the scores, this is covered in the FAQ, but here's the short-short 
version.  The GA (which generates the scores) tends to find that lots of spam 
hit a lot of rules at the same time.  These messages are likely to hit the 
RAZOR2_CHECK rule, for instance.  Therefore, the GA can lower the individual 
rule scores to help lower the likelihood of falsely identifying a ham as spam, 
while leaving the known spam to be marked as spam.
