spamassassin 2.63 INSTALL file first discusses installation and then
prerequisites. I think it should be the other way because I tried to run
spamassassin after installation and got couple of weird messages which tracked
down to missing HTML::Parses Perl module and it was pointed only after the
installation instructions in INSTALL.

IMO, you should read the document completely before doing the install.  I added
a note to remind people to check the prerequesites before doing the install though.
