Hi,

at the moment, people have to set "report_charset" explicitly in local.cf to get
the correct declaration of "charset" in the Content-Type line of a spam report.

I think it would be easier to include a line

  lang XY report_charset some_charset

in every file 30_text_XY.cf as a default setting. If they define their localisation
environment (LANGAGE, LANG,...) they get the correct "charset" for free. The comment
"# Charset: some_charset" could then go away.
An existing "report_charset" in local.cf would still override this, resulting in the
same behaviour as before.

No code changes necessary, only additions to 30_text_{de,fr,nl,pl}.cf. Worked for me
with the new 30_text_de.cf (coming real soon to bugzilla).
