IMHO MSGID_DOLLARS shouldn't have a score of 3, because there are mail gateways
that strip or replace X-Mailer headers.

I hear what you're saying, but the hit ratios are such that this is an extremely
powerful spam sign. According to the statistics files, the smallest spam rate is
4.5% of all spam, and highest ham rate is 0.01% of all ham. 

Your best bet: Build a usable hand-verified corpus of spam and non-spam, per
http://wiki.apache.org/spamassassin/HandClassifiedCorpora, and then join the
mass-check process for version 3.1.0, per
http://wiki.apache.org/spamassassin/RescoreMassCheck

When the results of your mass-check are incorporated into the scoring system,
the presence of such emails within your corpus should automatically draw the
score for this rule downward appropriately.
