Good C code has been written for the CSA part for exim, which could help. (See
URL/ http://www.mipassoc.org/csv/ )

Why bother? http://wiki.fastmail.fm/wiki/index.php/ClientSmtpValidation

Must this be a Rule(EvalTest) or a Plugin?  Bug 3998 has many informative
comments on that question, but it's still not clear to me.

This is a start - perl code for checking CSA.
License appears to be ASL compatible.

One of those things that no one has ever used, SA is not a testbed for drafts. Closing.
