Not sure if this would be corrected by the upcoming score generation, but just
in case...

In 3.1.0pre1 the rules TO_CC_NONE and EMPTY_MESSAGE have no score in 50_scores.cf.

yeah, the pre release has various things that aren't finished up yet.  any new rules added since 3.0 will 
probably not have a score set.
