It would be nice to allow specification of *optional* fallback email relay for
sending spamcop reports when spamcop servers are unavailable for some reasons.

This is especially important if one's network administrator
blocks direct outgoing SMTP traffic, and instead forces some
local SMTP relay.  Can there be an option just to enqueue
things with /usr/sbin/sendmail or localhost MSA?

In the absence of spamcop-level support (parametrizing $mx in
Plugin/SpamCop.pm spamcop_report()), a firewall script like this
can make semi-firewalled linux hosts still send reports:

iptables -t nat -A OUTPUT -o eth0 -p tcp --dport 587 -j DNAT --to-destination RELAY
