Following a fresh checkout from SVN, the make_rules phase shows 'xx rules
copied' for all of the rules, but none of the generated rules are put into the
'rules' diectory and are therefore not subsequently installed into
/usr/share/spamassassin. The only rules installed there are those which svn
fetched into the'rules' directory. The 'perl Makefile.PL' 'make' 'perl
Makefile.PL' 'make' sequence does not help. I have observed this behaviour on 2
different systems.
