Many of the description in 20_dnsbl_test.cf say that the mail was received via a 
problematic relay.  But many of the lists in question actually don't say 
anything about relaying -- they just say the mail server in question sends spam, 
and it might send it directly as well as by relaying.

I don't know all the lists, but I looked at Spamcop in particular, and the 
description "Received via a relay in bl.spamcop.net" would accurately be, 
"Received from a mail server in bl.spamcop.net".

I'd say semantics. Relay == mail server. Closing.
