SUBJ_ALL_CAPS should be "subject mostly caps." All of these subjects made it 
through this test:

Subject: PRETTY 18-TEEN CAUGHT WHILE MAST'URBATING flamingly
Subject: RAP'ED VERY YOUNG GIRLS omits
Subject: SAVE 82%: VIAGR*, AMBIE*, CIALI*, XANA*, RIVOTRI*, LEVITR*, CIPRO, 
MERIDI*, CELEBRE*, VALIU*  clear
Subject: DRUNK BRUNETTE RAP'ED BY SOLDER reimbibe

Looking at my corpus, I doubt SUBJ_MOSTLY_CAPS would perform very well. Closing.
