Since ISP's are not going to hand-enter whitelist_to requests for every mailing
list for thousands of their customers; whitelist_to needs to be accessible in
user_prefs, not just local.cf.

What leads you to believe that it isn't?

I've confirmed that it is in version 3.1, I'm pretty sure it was in 3.0 (but
didn't check), and I don't remember in which version it was introduced.

If your service provider gives you an interface to setting user preferences and
doesn't make whitelist_to available to you, or if they are running an old
version of SpamAssassin (current is 3.1.4) discuss it with them.

Sorry to keep closing your bug reports... Feel free to submit one anytime you
think something needs to be brought to our attention. I would rather close
reports that aren't bugs than never see a real bug because you were discouraged
from reporting it.
