backport sa-update cron from Fedora

I think Warren upstream has been packaging a cron file for sa-update. Perhaps we should backport this (and other stuff in their RPM) to the main distro and our packages, in order to ensure these things are compatible between distros and prevent other distros reinventing the wheel differently...

Closing old stale bug. I don't see how anything relating to cron is perl modules job (which Mail::SpamAssassin is). Distributions are free to implement it as they wish. We should probably ditch the debian-directory too.
