we received a legitimate email from our partner at Taiwan but was identified as spam. one successful test is FORGED_OUTLOOK_TAGS, which I believe to be false positive. 

I will manually assign a lower score to the test at this time. Kindly please investigate and fix this.

Attached please find the email incorrectly identified as spam.

I still show this issue in rules on Jan 20, 2013 but as it concerns a rule, I am lowering the important.  The scoring is fairly low (0.6) so some FPs might be acceptable.

Current FORGED_OUTLOOK_TAGS score is 0.052 so merely informative.

Anyway, OP issue seemed to come from UTF-7 encoded html which SA doesn't support, so it can't check for the tags.
