I use whois.abuse.net to send a complaint to the admins of domains I get spam from, when it passes SpamAssassin.  Of course, I also use the -r reporting switch on SpamAssassin too.

Often times, the abuse address fails to be legitimate - and some domains send a LOT of spam with no functional abuse address to contact.  It is this problem that I believe should impact the Spamassassin score - whether the abuse contact is functional.

Domains with non-functional abuse contacts should get some fractional point added to the spam score.

These days (9+ years later) I have an automated method to submit to Spamcop.net to let them aggregate abuse reports and hande abuse contacts.

There are many HOWTOs out there on how to set this up.
