when packaging the new release tarball, the updated rules for 3.3.0 are published to the updates channel _before_ the PMC has had a chance to vote on the new tarballs.  this needs to be split into 2 separate scripts.

also, from Mark's feedback:

ok, build procedure needs to be changed to push the new rules as well, then, when the sa-update tgz is built.
