When tests are skipped, they say 'no reason given'. It would be helpful if
the reason for skipping a test could be given. The test that brings this
up for me is the sa_compile test. If a very old version of re2c in installed,
the output of the test is:

t/sa_compile......Argument "can't open -V" isn't numeric in addition (+)
at t/sa_compile.t line 18.
t/sa_compile......skipped: (no reason given)

It would be helpful if that test could say that the problem is the lack of a
usable re2c.

However, it would be good if all the tests could give a reason for being
skipped. When I first ran 'make test', I had to guess that the reason that
one test that I was interested in was being skipped was that the long tests
were not enabled.

Moving all open bugs where target is defined and 3.4.0 or lower to 3.4.1 target

dependency info and tests have been improved for 3.4.2.  If there are more interest, it's likely not needed.  Read build/README.
