While sa-update can update official SA channels, I don't believe this is an official SA channel and the bug is invalid from our perspective.

Although Kevin's argument is noted, there is also the matter of the SA web pages and whether "http://wiki.apache.org/spamassassin/CustomRulesets" lists the status of available external channels (which it does). However, as the German language ruleset is already marked "active" on that web page, there is no change to make. Therefore, I agree with the action of closing this issue, but not with the logic on how others may have arrived at that conclusion.
