All hits for NSL_RCVD_FROM_USER are also captured by one of the three subrules forming FSL_NEW_HELO_USER. 

With the current scores this gives a total of 2.343 + 1.999 = 4.342 points (scoreset 4) for a single characteristic. 

I suggest these rules should be merged; FSL_NEW_HELO_USER captures more variants on the same theme and would thus seem to be a better choice (unless one of its variants has significant FNs, which seems unlikely).
