As pointed out on the mailing list, Fuzzy rules that look for things that appear to say things like xanax, but isn't
xanax could be in need of work for 4.0 with the changes made in Bug 7232 since they make heavy use of utf-8 byte sequences.

Not sure why this is open. If there's problem, then something could be fixed. No point keeping "could be bugs"?? Closing.
