According to the wiki, the tflags publish is required to publish rules: rules without an explicit "tflags publish" line are never published  http://wiki.apache.org/spamassassin/SaUpdateBackend

However, TO_NO_BRKTS_MSFT does not have a "publish" anywhere in SVN. 

Why not?  Is tflags publish the default?  Is the wiki wrong?  Is there a bug?

and __T_ foo aswell gets published, imho it was ment for testing rules only, possible its gone testing in public ?
