I'm pretty sure this is a safe set of changes.

I'm mostly interested in the changes to the rules for `describe`

Note: I changed rules/20_uri_tests.cf to point to a non 404 version of the page (using web.archive.org)

Committed in r1854476 and r1854477 plus some more 404 fixes.
I did not commit the Changes part because it has been generated from svn log and imho it should represent the svn history.
