The standard-examples.war web.xml does not have any welcome files defined 
although there is an index.html file at the root of the standard-examples.war 
web app.

Note that the component defined for this bug is "Unknown Taglib" since it does 
not specifically apply to any single tag library.

At worst, if sample declaration of the uri directive and the TLD's location is 
described in "web.xml",
I think that there is basically no problem when using or learning "standard-
examples" application.

(It is okay to include reports related to the standard-examples application 
under "Standard Taglib," even when a bug does not affect the tag library 
itself.)

I have added a <welcome-file-list> element to the example application's 
deployment descriptor.  I've also modified standard-doc in a correspondent
fashion.
