Include a mechanism for an editor (or "translator") to translate a page while 
editing content. Then when a user accesses the page with a given locale, the 
appropriate language version is displayed. Automatic translation should be the 
default, but manual translation preferred. "Translator" could be an additional 
role to editor.

Also, the CMS should be accessible from multiple devices (assuming the 
relevant style sheets have been written) - again, an automatic default style 
sheet could be generated (e.g. from html to wml, etc.).
