When I output excel content to a file, the chart is ok, just missing Legend 
text.

Could you please tell me if I did something wrong, or do you have a patch?

Try the latest POI-3.5-beta4. If the problem persists, re-open this bug and attach the problem file and sample code to reproduce the problem.
