we now have various user implementations (file user, ldap user, cfis user) and
it would be good to have a dropdown in the user creation screen to select the
user type.

IMO we already have the mechanism for this; the user creation screen provides a
button for each user type defined in the ac.xconf (the element user-manager can
contain several user-type).
If desired, the GUI (users.jx) can be modified to generate a dropdown list
instead of a button for each type.
