The Windows installer only creates shortcuts for the installing user. It 
should be creating shortcuts for all users.

It would certainly be nice to provide this as an option so changing this to an
enhancement.

If someone who knows more than I do about Windows installers and how to create
shortcuts for all users can provide a patch to our install script, I'd be glad
to evaluate and test it out.

This has been fixed for 7.0.x and will be included in 7.0.17 onwards.

It will be proposed for back-port in a package along with bug 33363 and bug 50949.

This has been proposed for back-port to 5.5.x and 6.0.x.

This has been fixed in 5.5.x and 6.0.x.

It is included in 6.0.33 onwards and will be included in 5.5.34 onwards.
