projects.apache.org provides a catalog of Apache projects, but requires individual projects to maintain 
DOAP (description of a project) RDF files.  This bug will add DOAP for the Logging Services project and 
log4j to the respective Subversion repositories which will be referenced to drive the projects.apache.org 
content.

logging/site/trunk/doap_logging.rdf added rev 505140 (and notice modified in 505141).
logging/log4j/branches/v1_2-branch/doap_log4j.rdf added rev 505142.
