The comment block in log4j.dtd on likes 14-16 say that the "threshold"
attributer causes logging to disable logging statements of a level equal or
below the value. However, when set to "info" I found it included info logs, but
when set to "warn" those logs were excluded. Hence I'm guessing the comment
should simply say 'below'.

Note: threshold attribute was retrieved from xml via the
DomConfigurator.configure method.
