The Use Taglib floater won't show any taglibs. Changing the port back to 8080 and restarting Tomcat and Udev will make them available again.

Documentation states that by default CTLX checks "localhost:8080" for the 
Tomcat HTTP connection. The procedure for changing the extension's 
configuration is described in the documentation under "Configuring CTLX for 
Tomcat" under "Things to Watch".
