where content is missing, batik raises a dialogue and doesn't display the document.

I'd add the fact that this report was somehow originated by a thread [1] in the SVG WG mailing list. I believe that a cross reference there can somehow help: I'm not sure if this is, in fact, an issue as the specification seems to be the one who isn't clear enough. Also, the thread contains several references to relevant portions of the specification which may also be of use.
