Provide an extension point for Antlibs to provide version information about themselves. Add a new command line switch (-fullversion) where all Antlibs could report their versions.

Per discussion on the developer list, will use "-v -version" instead of "-fullversion".

Also adding hooks for contributed diagnostic modules.
