This would be helpful as it would:
- improve overall performance particularly for Concurrent download
- consume less memory
- Unblock https://issues.apache.org/bugzilla/show_bug.cgi?id=52073

Some features would need to be checked and potentially reworked:
- SSL Client certificates
- Proxy authentication
