failed to execute with startup delay without Duration:

1. Check Scheduler in Thread Group

2. Enter Startup delay (in seconds) as 1

3. Keep Duration field empty

There's no error (or any record) in log although pop up refer to log.

There is no indication in UX that Duration field is mandatory.

Yes, In your screenshot the error says "See log file for more details" but there's no relevant log.

Error message need to change or as Thread Group can be zero allow Duration to have zero and don't execute nothing.

I have the same issue on 4.0 (r1823414)
IMO it is not a feature request but a bug fix.
I can't see a business case why a delay in threadgroup should mandate a duration for the threadgroup itself.

When Checking Delay Thread Creation until needed + scheduler + setting Startup delay value and keeping Duration empty ->
There's no pop error and nothing is executed

I suggest allowing Duration empty/0 be ignored if possible
