Page 11-143 of PD spec, states: "If scopeDom is specified, varDom must also be specified" Section 2.7 also states: "All syntax errors (as defined in the syntax and constraints sections of each action, as well as the syntax of EL expressions as defined in Appendix) must be reported at translation time" Note: This type of test will only work against the nightly build of TC. TC 4.0.3 or older fail to generate fatal translation errors if the TLV finds an error.

Works for me in Tomcat 4.0.3. The validation is actually covered by a TEI class, not the TLV.
