For publications that use xhtml we should use a standardized set of tags, i.e. 
a defined API of tags that are used for the CMS.

waiting on more experience with the xhtml templating method to boil down a set
of standard "tags" like <div id="lenya.navigation"/>

this thing still deserves consideration, especially in the light of the recent
changes by andreas that allow header tags to be set by modules. the implicit
<div id="body"/> semantics got tossed around quite a bit, and it's not clear
what the new practice is.
it's probably something that should first be documented and then implemented as
people stumble upon the relevant pieces of code.

this is certainly important and needs to be re-visited, but since it's not
critical for 1.4.0, i'm postponing the issue a little.
