I am getting a "org.apache.jasper.JasperException: Unable to open taglibrary 
http://jakarta.apache.org/taglibs/dbtags : Parse Error in the tag library 
descriptor: No content model may contain "#" error. 

My environment consists of Tomcat 3.1.1 and the operating system is an IBM 
AS400 using OS/400 v4r5. Tomcat is able to serve up the JSP Examples just fine. 
However, when trying to use the Taglibs of Dbtags or Utility, I get the same 
error.

Sorry it took so long to look at your bug report.
This sounds like either a bug in Tomcat 3.1 or a bug in the tld from
a long time ago.  I am closing this bug report unless you can confirm
that it still exists in the latest nightly build of dbtags with Tomcat 3.2
or newer.
