After starting Apache Services, CPU goes to 100% an remains there. Stopping 
services causes CPU to immediately return to 0%. No other services are running. 
I have tried uninstalling and reinstalling several times with same result. When 
attempting to serve default page, webserver hangs. i.e. http://localhost -- 
please help

Let me guess, you're using McAfee virusscan?

That would be the problem.  McAfee's products replace part of the the Windows 
sockets API in a way that is not 100% compatible with the original, and thus 
it breaks Apache 2.0, which depends on the original API's behavior. 
 
If you uninstall McAfee, Apache will work.  See the dozens of other PR's to 
which I'm attaching this one.
