I want to make a mail task referring to an xml-file containing the information 
for this mail (<parameter name="uri" 
value="/authoring/careers/react/mail.xml"/> 
). 
Executing this task results in next error:
[Fatal Error] loose.dtd:31:3: The declaration for the entity "HTML.Version" 
must end with '>'.

org.apache.lenya.cms.mail.MailTask.execute():147  - Sending mail failed: 
org.xml.sax.SAXParseException: The declaration for the entity "HTML.Version" 
must end with '>'.
It seems to be a bug in the XPSAssembler. Cocoon does a internal http request 
to fetch the xml, and this request is intercepted by the access control. It 
predates cocoon and should be rewritten to issue cocoon:/ requests instead of 
http://localhost
