The following error message is reported in 
Viewed from 'Computer Management'->'System tools'->'Event
Viewer'->'Application'.  The apache notice is reporting that it has disabled use
of winsock2 api (probably because I have VPN software installed).  This probably
should have an Event Type of 'Information' instead of 'Error'.  (?)

Because this was a fatal and not a transitory/non-fatal issue, your example
was an Error, and not Informational.

However, there are multiple error levels in the error logging which should
be reflected in the event log, so I'm leaving this open as an enhancement 
request.
