I would expect something like the following to work, but it does not:

<project default="x" basedir=".">
    <target name="x">
        <property name="use.m" value="true"/>
        <manifest id="m">
            <attribute name="n" value="v"/>
        </manifest>
        <jar jarfile="x.jar">
            <manifest refid="m" if="use.m"/>
        </jar>
    </target>
</project>
