The XSL taglib accepts only URLs that are absolute references in the web application context: that is, they must begin with an '/' and are relative to the documentbase of the current web application.

It would be a great improvement if the URLs for the XML or XSLT resources could be any URL, especially URLs relative to the current document (the jsp file).

This feature won't be added.  The XSL taglib will be deprecated soon since
it uses Xalan1 which is deprecated and the XTAGS and Standard taglibs provide
a better alternative.  XTAGS already provides this feature.  Thanks for the
patch.
