XSP-Files can be precompiled with "build compile-xsp" this is just a copy of the
XSPPrecompileWrapper.java from 1.4 and a compile-xsp target for
src/targets/test-build.xml (as mentioned by Gregor Rothfuss). 
I think this helps a lot to debug XSP-Files in Lenya.

I'm scheduling this for the 1.2 branch, for 1.4 the goal should be to get rid of
XSPs.

Please change if you object.
