When running Apache 2.0.55 and OpenSSL 0.9.7 in front tomcat 4.1.27 we 
encounter the below error when uploading files in excess of 7.26 KB:
WSRuntimeException: can not parse multipart data
(covers java.io.IOException: Invalid Form Data, no boundary encountered.

at http.utils.multipartrequest.MultipartRequest.initParser
(MultipartRequest.java:631)
at http.utils.multipartrequest.MultipartRequest.<init>

When we rolled back toApache 2.0.53 and OpenSSL 0.9.7 the error was not 
observed.  There was some work on cache_conditional lately and we are wondering 
if this is related.
