In page http://tomcat.apache.org/tomcat-5.5-doc/logging.html you show a sample
log4j.properties file:
   log4j.rootLogger=debug, R 
   ...
   log4j.logger.org.apache.catalina=DEBUG, R

If you use this, all lines are logged twice; remove ",R" from the last line.
